Through a detailed study on the elite mobilization in process of villagers’ electoral participation, the paper shows that elites’ utilization and enlargement of their social solidarity with the ordinary villagers are important factors that help high rate of villagers’ voting in the election, which can not be explained by abstract civil culture theory and rational choice theory. The approach is of great significance in understanding the nature of electoral participation and political participation of Chinese villagers. It can also provide a new perspective for explaining some nature of rural China in transition.
